Four guidelines for becoming fluent in the English language:
1. Listen
2. Speak slowly - when in an English-speaking room be conscious that the attendees are at different levels of learning the language. You want everyone to be able to understand you.
3. Breathe - important to breathe when speaking
4. Work toward THINKING in English (this will lessen hesitations). Eventually, thinking in English becomes muscle memory.
