Bio

My career began as an environmental lawyer in the mid-1970s and became focused on ozone depletion and climate change several years later. I initiated the first lawsuit to protect the ozone layer, joined the new World Resources Institute to work on climate change in 1984, created and directed a center on global environmental issues at the University of Maryland in 1989, and was a specialist on climate finance and policy in the World Bank for 16 years beginning in 1997. As a representative of the World Bank I attended multiple climate negotiations around the world. Along the way I was twice a Fulbright Scholar, in Australia and Japan, and taught at 9 universities in four disciplines. A book I co-authored, “Cut Super Climate Pollutants Now!” was published in April 2021. I continue to consult on issues related to climate finance and policy and am working on a new book that chronicles the evolution of global environmental policies over my career.
