With globalization and removal of barriers to trade, an increasing number of companies and individuals develop international activities. A host of tax and non-tax factors affect cross-border decisions. We may ask ourselves if international tax law exists in itself or is merely a collection of layers of issues that intersect between domestic law and treaty law.
