Southern Nigeria (SN) to compel Governors & Houses of Assembly to:
1. ENACT AND ENFORCE LAWS TO BAN OPEN GRAZING
2. SET UP & ADEQUATELY ARM STATE SECURITIES (include
support and collaborations with local vigilantes in every community)

SOME FACTS ABOUT CEBOG & CEFASS
• These goals are not achievable by any one single group.
• The Governors cannot do these voluntarily.
• FGN can never allow these to happen willingly.
• Some/all the Governors will not want to do it for some reasons – Fear of Abuja,
EFCC, Second Term, 2023 project, cost of funding it, lack of patriotism etc.
• HOWEVER, NO GOVERNOR/FGN CAN STOP IT IF WE MOBILISE
PEOPLE/ ORGANISATIONS STRATEGICALLY, MASSIVELY AND
CONSISTENTLY!
• Over 95% of People in the Middle Belt & South strongly want these demands,
and the Governors (amid some traitors) have already expressed their desire to
do one of it (CEBOG), while they are also clamouring for the second (CEFASS)
albeit from the wrong source. Our strength is the popularity of these demands
and the overwhelming support they will generate. Not all the Governors can be
trusted to deliver any of these goals sincerely. Open Grazing has been banned
severally on the paper and Governors Forum Meetings without implementation
except for Benue & Bayelsa.

CONCLUSION - CEBOG &⁹ CEFASS
Finally, the MASSES movement will set the stage for the following:
• End Open Grazing in every shape or form - RUGA, Grazing Reserve, Mega
Ranching, Grazing Route etc. (Stop infiltrations of MB/SN forests by Terrorists
disguising as Herdsmen, stop killing and attack of farmers, etc.).
• MB & SN Security Referendum.
• Properly Armed State Security Outfits to Secure the MB & SN Communities
(Amotekun, Ebubeagu, Benue Guard, etc.).
