Ms. Tsao founded a NPO “Pan Asia Innovation Association for Young Entrepreneurs and Retirees” in 2013 in Taiwan.
Ms. Tsao founded INTECS International Inc as a leading information technology firm in 1988. With Ms. Tsao’s software engineering discipline and keen marketing sense, INTECS marketed customized software development and system integration services in RFID Technologies, Voice Recognition, Geographic Information Systems, Combat system simulation and verification along with facilities management and management consulting
She received her Masters degree in Computer Science from Old Dominion University, Virginia in 1983. In 2002, she received the ODU “Distinguished Alumni Award”. She successfully completed the Advanced Minority Business Executive Program at Dartmouth University in 1994 and 1995. She received “The Overseas Chinese Young Entrepreneur” Award from the Republic of China government. She also received the "Woman Executive of the Year" from the Taiwan Industry Association. As a distinguished member of the U.S. Air Force Woman Owned Business Council, she has been a featured keynote speaker on international business issues. She also has been invited as a speaker at APEC and “Asia CEO Forum” by BusinessWeek.
Ms. Tsao was the founder and the first principal of the Tidewater Chinese School in Norfolk, Virginia. She served as an Advisor to Taiwan Government National Youth Commission and committee member for National Union of Taiwan Women Association. She was on the ROC delegation team to APEC women’s meeting in 2013. She was an executive board member to OECD (Organization for Economic Cooperation and Development) Project Tsunami. She also served as an advisor to Epoch Foundation. Ms. Tsao serves as Chairperson of “Institutional Advancement Committee” of Board of Visitors for Old Dominion University from 2004-2008. She was the board member of Texas Health and Science University at Austin, Texas USA. Ms. Pat served as Auditor of Taipei Fu-Jen Catholic University Alumni Association and advisor to National Association of Small & Medium Enterprises, ROC.
In 2014 she received National Intellectual Award from ROC. She is the Chairperson of TLW United Movie Production Company
