◽️States declare independence because complete independence/freedom is unachievable in reality, the actual goal is to gain sovereignty. Politic is dependent on Global Institution. Economic is dependent on International Trade. Judiciary is dependent on how the Laws were made. Military is dependent on who are the Threats. Culture is dependent on the Beliefs and Norms from different places. They are all interdependence, because human are social beings. Complete independence may exists, when there is only 1 nation left in the world.
