Carolyn “Nicky” Ratliff, Retired (2015) as Executive Director for 32 years at the Humane Society of Carroll County Inc.
Ms. Ratliff has been working in the field of animal control and welfare since 1973.
Through the years she has served on Boards and Committees (including the HSUS Companion Animal Advisory Committee) She has initiated and influenced passage of numerous positive animal welfare laws and regulations in and outside the state of Maryland. She was the President of Maryland’s state association of animal control agencies and humane organizations (PAWS Inc.) for 20 + years currently serving as its Treasurer. She was the leading advocate responsible for the creation of The East Coast Animal Control Academy (80 hours of comprehensive training for animal welfare field personnel) held at the Maryland Police and Corrections Training Facility in Sykesville, Maryland through the Carroll Community College.
She has served on numerous State Boards and Committees and been a guest speaker for numerous groups and organizations in and outside the state of Maryland and she has conducted workshops at national conferences on animal welfare and animal control issues.
In addition to serving as Treasurer for PAWS Inc. she is currently an Advisory Board member of Days End Farm Horse Rescue Inc. in Lisbon, Md. and has been involved as a Board member or an Advisory Board member since 1990.
