The militarization of Somalia since 1963 has been nothing short of a total and unmitigated disaster for the nation, I believe time has come to consider disbanding the national armed forces and Demilitarize Somalia, except with a small and highly trained Police force, Coast Guard and Regionally controlled Frontier protection forces (Daraawiish).
(This is my crazy solution for Somalia long running problem).
