The residents of the City of Elmhurst operate under a Council-Manager form of Government; power is concentrated in the elected City Council who, in turn, appoints a professional manager to be responsible for the administration of city departments and implementing the policies and decisions of the Council.

The City of Elmhurst has had Home Rule status as of July 1, 1971.

The Municipal Government in Elmhurst is a multi-service organization, providing a variety of services designed to meet the public's needs. The City Manager interacts with the head of each department to formulate and direct operational procedures.

City administrators are readily available to the public and welcome the opportunity to meet with Elmhurst residents. The goal of the City management is to provide the best possible services to the public.
